AI no longer exists only in research laboratories or isolated technology products. It is increasingly becoming a foundational layer across finance, healthcare, education, manufacturing and public administration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Globally, many countries are investing aggressively in AI not only at the enterprise level but also at the national strategic level. AI development programs, data policies and regulatory frameworks are being established simultaneously to create long-term competitive advantages.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This demonstrates that today\u2019s AI competition is not merely a race for technological superiority. Establishing AI development direction at an early stage has created a foundation for research, digital transformation and technology adoption across multiple sectors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This indicates that AI is no longer viewed as a short-term trend, but as a critical component of the country\u2019s long-term development strategy.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Gradual development of AI regulatory frameworks<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">Alongside development strategies, Vietnam is also progressively building legal frameworks related to AI and data governance. Directions involving AI legislation, data laws and data management regulations are creating an important foundation for safer and more sustainable AI deployment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As AI increasingly influences enterprise operations and society, regulatory frameworks play a role not only in risk control but also in building confidence for organizations to invest in and deploy AI at larger scales.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Formation of national digital data platforms<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">Another advantage lies in Vietnam\u2019s relatively rapid progress in building digital infrastructure and national data platforms. Systems such as national population databases and VNeID are establishing the foundation for large-scale data connectivity in the future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is critically important because AI only becomes effective when supported by sufficiently large, connected and stable datasets. As a result, AI\u2019s impact on the broader economy is still relatively limited.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Data is not yet truly interconnected<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">One of the largest bottlenecks for artificial intelligence in Vietnam today is fragmented and siloed data. Many systems remain poorly interconnected, limiting AI\u2019s ability to generate value at large scale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When data is separated across agencies or independent systems, AI\u2019s capabilities in analysis, forecasting and decision support become significantly constrained.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Lack of unified coordination mechanisms<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">Another challenge is that many organizations still deploy AI independently, without common standards or interoperable frameworks. This results in isolated models that are difficult to connect and scale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because AI is fundamentally a system-level problem requiring coordination, fragmented deployment approaches make it difficult for projects to generate long-term impact or integrate into shared infrastructure.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Public-sector AI remains largely experimental<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">Within the public sector, many intelligent operation centers and monitoring systems currently focus mainly on data visualization and operational supervision. AI adoption for deep analytics, forecasting or decision support remains relatively limited.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This highlights the substantial gap between digitalization and actual AI-driven operations. Possessing data does not necessarily mean organizations are successfully extracting AI value from it.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Why does the gap between AI policy and implementation remain large?<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Vietnam already has a national AI strategy and clear high-level direction. However, the gap between policy and practical implementation remains significant for several reasons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One major reason is the lack of synchronized deployment architecture. AI cannot operate effectively when data systems are disconnected, infrastructure is fragmented and organizations implement incompatible standards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, large-scale AI talent capable of deploying AI into real operational environments remains limited, especially beyond research and experimental activities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Coordination mechanisms between systems and organizations also remain insufficiently aligned. This creates challenges when AI projects attempt to scale or integrate into broader operational ecosystems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The current challenge is not whether AI exists. The challenge lies in transforming AI into operational capability at system scale.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">What opportunities does Vietnam have in the current AI era?<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Despite existing limitations, Vietnam possesses an important advantage as a later entrant with strong learning capability. This allows Vietnam to observe global deployment models and avoid part of the early experimentation costs experienced elsewhere.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, because digital infrastructure is still evolving, Vietnam has the opportunity to build modern AI architectures from the ground up rather than continuously modifying overly complex legacy systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As digital transformation accelerates, AI can become a catalyst for development across multiple sectors if implemented effectively. However, for AI to generate large-scale national impact, significantly more than strategic planning is required.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What Vietnam needs in the coming phase is stronger execution capability, better data interoperability and broader AI deployment capacity across both enterprises and public institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In today\u2019s AI competition, the advantage will not belong solely to the country with the most advanced technology.
